RRL Appointed by DESNZ to Support Their Reformed National Pricing Programme

[London, UK | 18.12.25] – The Department for Energy Security and Net Zero (DESNZ) has appointed RRL to provide specialist support in respect of their Reformed National Pricing (RNP) programme. RRL will lead a consortium providing DESNZ with commercial energy expertise in electricity market design and regulatory reform.
RRL’s Operations Director, Adam O’Neill, said:

Through close engagement with DESNZ, Ofgem, the National Energy System Operator (NESO) and other delivery partners, we will support the objectives of RNP and the way Great Britain’s electricity market operates in the years ahead. This appointment builds on RRL's position as one of 15 suppliers on the Energy and Net Zero Professional Services Framework (Lot 5), valued at up to £250 million."

Background
The government established the Review of Electricity Market Arrangements (REMA) to determine the reforms needed to deliver a fair, affordable, secure and efficient electricity system, maximising the benefits of clean power for consumers. Ministers have decided to retain a single national wholesale electricity price while implementing reforms to system balancing, strategic planning and co-ordination. The challenges identified by REMA will be tackled through a package of reforms known as RNP. An important element is to reform network and connection charges so that they guide demand and supply sources to locations where grid capacity is expected to be available at the time they are likely to connect. This approach is intended to improve co-ordination of generation, storage, network and demand, reduce costs for consumers, and create a more stable framework for investors.
